
Since refusal in February 2021, Lioncourt have reviewed the situation and the decision by committee members. Following discussions with officers at Vale of White Horse District Council and Oxfordshire County Council, Lioncourt have now resubmitted a planning application which seeks to address the reasons for refusal recommended by Officers namely:
- Mitigation measures in relation to the A34 interchange junctions at Botley and Marcham
- Mitigation in relation to the Marcham Air Quality Management Area
- The level of financial contributions toward improvements at Frilford Junction.
The resubmission planning application incorporates additional submissions including traffic survey work and analysis in relation to traffic flow from Botley to Marcham, and assessment of the impact of the proposed development upon Marcham Air Quality Management Area taking account of the Emissions Factor Toolkit published by DEFRA.
The proposals in the resubmission planning application remain as previously proposed namely:
- Up to 660 new homes, including a policy compliant number of affordable homes.
- A new A415-A420 link road and accompanying bus route to ensure the majority of new homes are within comfortable walking distance of public transport.
- A 70-bed extra care facility.
- A one-form entry primary school, with additional land reserved to enable expansion to two-form entry should this be required in the future.
- A local centre and village green, which would include a range of community facilities, shops, and services.
- Over 12 hectares (circa 30 acres) of public open space including new cricket pitches and pavilion, and significant landscaped buffers at all edges of the site.
