Project Timeline

SP Broadway are supporting us with consultation and engagement to understand community views on our proposed re-development of Cecil Court.  We are very grateful to the community groups and members of the public who have shared their thoughts with us to date.

 

The timeline below outlines our programme of engagement to date and our future plans for engagement and submission of a planning application.  Please note that this is only an indicative timeframe and will be subject to change depending upon a number of factors.

 

1. ENGAGEMENT WITH STAFF TEAM & RELATIVES

In Spring 2023 the project team met with the staff team and relatives of our residents to discuss initial proposals for Cecil Court.

2. ENGAGEMENT WITH LOCAL COUNCILLORS

Beginning in August 2023, the project team met with elected members of Richmond Council to discuss the challenges of the existing building and outline the proposals for Cecil Court.

3. COMMUNITY LIAISON GROUP

In September 2023 we convened a Community Liaison Group, containing members from different community groups and organisations to introduce the proposals and hear initial feedback.

4. CONSULTATION WEBSITE

A consultation website displaying the plans and proposals for Cecil Court went live on 14th November 2023.

5. PUBLIC EXHIBITION

We hosted an in-person public exhibition at St Luke’s The Avenue on 14 November 2023 to share the proposals with the wider public.

6. FURTHER ENGAGEMENT WITH RICHMOND COUNCIL & THE COMMUNITY

We undertook further engagement with Richmond Council during 2024 and undertook further work to ensure that we have the most robust, up-to-date evidence base on which to justify our proposals before proceeding with a planning application.  We also held further meetings with the Community Liaison Group.

7. SEEKING APPROVAL FROM ASTER GROUP TO PROGRESS WITH PLANNING APPLICATION – CURRENT PHASE

We are currently seeking internal approval from Aster Group to proceed with a planning application for the proposed re-development of Cecil Court.  Please visit the February 2025 Update page for more information.

8. SECOND PUBLIC EXHIBITION

Assuming we secure approval from Aster Group to proceed with a planning application, we intend to hold a second public exhibition of the proposals at St Luke’s The Avenue, to give residents another chance to take a look at the plans, speak to members of the project team and provide us with feedback before we submit the application to Richmond Council.

9. SUBMISSION OF PLANNING APPLICATION

In due course we intend to submit a planning application to Richmond Council.  If all goes smoothly, we would hope to have planning permission 6 to 9 months later.

10. CONSTRUCTION

We will then need to procure a contractor partner to work with, and to complete the detailed design of the building.  This may take another 6 to 9 months.  We are currently proposing to redevelop Cecil Court in two phases, which together will take approximately 2.5 to 3 years to complete.
